The Approved Mississippi Regional Education Services Agencies (RESA) administering the American Rescue Plan (ARP) Emergency Assistance to Non-Public Schools (EANS) hereby invites qualified and experienced providers to submit proposals for professional development that includes coaching services for teachers, leaders, and other instructional staff, curriculum and assessment training in English Language Arts, Literacy, Mathematics, Science, Social Studies, STEM, or standardized assessment such as ACT to participating non-public schools for the 2024-2025 school year and 2025-2026 school year until January 30, 2026

Scope of Services

The Scope of services shall include but not limited to:

 

  • Provide training in job-embedded professional development for instructional staff in instruction inclusion students for all subjects within all grades, including but not limited to instructional coaching, data coaching, assessment coaching, lesson planning, lesson modeling, differentiated instruction, scaffolding and utilizing and identification of resources.
  • Provide professional development through job-embedded coaching and workshops to include, but not limited to collaboration, research-based reading strategies and classroom management.
  • Build the capacity of teachers with model analysis and use of data to prepare and guide instruction at the grade and student levels.
  • Assist instructional staff with differentiation of classroom instruction based on the grade as a whole and individual student performance.
  • Provide overall leadership support to the administrators and school officials.
  • Provide any other professional development as identified by non-public school to improve academic outcomes for students and address learning loss.

Timeframe

These services shall be provided to the non-public schools during the 2024-2025 school year. Upon satisfactory evaluation of the provided services, additional services may be extended to the 2025-2026 school term until January 30, 2026.

Minimum Eligibility Requirements for Contract Award

  • Applicants must have consulted with educators for a minimum of three (3) years of experience providing educational consulting, training services, and materials.
  • Applicants must comply with all applicable licensing and certification requirements specific for the proposed services.
  • Evidence of previous work with high performing school and/or significant growth of school where tutoring services have been performed services.

Service Provider Requirements

Evaluation Criteria and Scoring Process

The Evaluation Committee will consist of 5 members from the selected non-public school. It shall review all documents submitted. It may also, at its discretion, conduct in-person interviews with the Proposers submitting the highest-scoring proposal(s). The RESA reserves the right to select from proposals alone.

The following scoring will be used to evaluate the proposals (100 points maximum)

  1. Relevant Mississippi experience with school facility projects. (30 pts)
  2. Experience with providing instructional consulting and improving academic outcomes. (15 pts)
  3. Experience in working with administrators, teachers, and students. (10 pts)
  4. References from previous projects. (15 pts)
  5. Ability to work within the compact time period. (10 pts)
  6. Fee structure (20pts)

After consideration of the proposals by the Evaluation Committee and approval by the RESA, the contract award offer will be made to the Proposer.

The RESA reserves the right, at its sole discretion, to determine appropriate and adequate responses to these written comments, questions, and requests for clarification.

The element  “experience with school facility projects” is specifically for purpose of the proposal. For example, experience with providing tutoring service for the tutoring proposal; experience with providing professional development and coaching for the PD proposal, and so forth.

Individuals are certified or qualified to perform the services. For example, a reading specialist would need a certification or qualification in reading or literacy.

The organization must submit all required documents and response to the proposal as one document, not separate documents.

Contract executed on or before September 30, 2024, with service being provided after the execution of the contract based on the school’s need and timeframe.

Each school will evaluate its own proposal, so different vendors may be selected by school. However, multiple vendors will not provide the same services at the same school. For example, two different vendors will not provide tutoring services at the same non-public school.

Since the references are 15 points, a minimum of three references.

The organization will need to submit the proposal responding to the minimum eligibility requirement and evaluation criteria. Additionally, the proposal must include the required documents.  

The cost proposal should align to the service provided. For example, if the services are provided per person, per hour, then the cost should match.
